Methodology
- Authoritative government data request: any request from a competent governmental authority (police, prosecutor, regulator, court) for information about a user or content. Includes mutual legal assistance (MLA) requests.
- CSAM hotline report: any notification received from NCMEC, an INHOPE member hotline, or equivalent body, regardless of whether it triggers further action.
- Lawful interception order: a request under Article 706-102 of the French Code de procédure pénale, Article 23 of the UK IPA 2016, or equivalent.
- Complied with: executed to the extent technically feasible.
- Refused as exceeding our capability: explicitly declined because compliance required breaking the technical impossibility barrier.
- Contested through judicial review: actively challenged in a court of competent jurisdiction.
